Since Saturday, January 2, a new national regulation of circulation comes into force for the regulation of electric scooters, this ordinance coincides with the amendment that the City Council of Alhama de Murcia approved unanimously in the plenary session last February 2020.
Motorized personal mobility vehicles (VMPM) are those with one or more wheels equipped with a single seat and propelled exclusively by electric motors that can provide the device with a maximum speed by design between 6 and 25 km / h.
Drivers must circulate with diligence and caution to avoid damage to themselves or others, not to endanger other road users and always respect the right of way of pedestrians.
Only persons over 14 years of age are authorized to ride. Children under 14 years of age may use them outside the traffic areas, in spaces expressly authorized for that purpose and in no case on sidewalks or pedestrian areas, under the responsibility of parents and guardians, provided that the vehicle is suitable for their age, height and weight. The use of helmets is mandatory for children under 16 years of age and recommended for the rest.
The VMPM will be allowed to circulate on the roadway, mixed single platform streets (streets in which the circulation of vehicles and pedestrian traffic occur on the same plane, with no differences in level between sidewalks and roadways), bike lanes approved according to regulations, as well as areas or spaces expressly authorized for this purpose. It is forbidden and under no circumstances may they ride on sidewalks or pedestrian areas (pedestrian streets, promenades, parks and gardens, etc.).
They must park preferably in the spaces specifically prepared for this purpose, as well as in the spaces or areas permitted for motorcycles and bicycles. They may also park next to other elements of urban furniture, provided that their functionality or purpose is not affected, nor pedestrian traffic or the circulation of vehicles is not hindered. Parking on sidewalks is allowed when pedestrians are not impeded, and in no case may they be tied to or parked next to traffic lights, trees, and benches.
Driving under the influence of alcohol and drugs, using cell phones, helmets or headphones is prohibited. At night or in poor visibility conditions, the driver must wear approved reflective clothing or elements.
It is not mandatory although it is advisable to have a Civil Liability Insurance.
PENALTIES:
- It is recommended to be attentive to these regulations as they may expose you to several penalties.
- For minors under 18 years of age, their parents will be responsible for the infractions and penalties imposed.
- Circulate more than one person in the same VMPM: 200 €.
- Using headphones or cell phone while driving the scooter: 200 €.
- Negligent or reckless behavior: 500 €.
- Driving under the influence of alcohol or drugs: 500 €.
- Lesser penalties: 70 €.
