ELECTRIC SCOOTERS ON CONDADO DE ALHAMA

The use of electric scooters has increased significantly on Condado, particularly amongst young people. Whilst these vehicles are permitted, they must be used safely, responsibly and in accordance with Spanish law and the Alhama de Murcia Traffic Ordinance.

Electric scooters are vehicles, not toys, and all users are expected to comply with the regulations designed to protect pedestrians, drivers and other residents.

KEY RULES

✓ Minimum age: 14 years

✓ Maximum speed: 25 km/h

✓ One rider only

✓ Pedestrians always have priority

✓ Helmets are mandatory for riders under 16 years of age and strongly recommended for everyone

✓ Scooters may only be ridden on roads authorised for vehicle traffic

NOT PERMITTED

✗ Riding on footpaths, pavements or pedestrian areas

✗ Carrying passengers

✗ Using a mobile phone whilst riding

✗ Wearing headphones or earphones whilst riding

✗ Riding under the influence of alcohol or drugs

IMPORTANT CHANGE – JANUARY 2026

From January 2026, Civil Liability Insurance becomes compulsory for electric scooters.

In order to obtain insurance, scooters/Personal Mobility Vehicles must first be registered on the official DGT website https://sede.dgt.gob.es. The owner (or their legal guardian in the case of minors) will then be provided with a digital registration certificate with the identification number for the scooter. The owner will then need to obtain a physical registration plate with this number on, and this plate must be permanently fixed in a clearly visible place on the rear of the scooter.

Only when this is in place can the owner (or legal guardian) obtain the compulsory civil liability insurance.

Anyone using a scooter without the required insurance may face penalties and could be personally liable for the costs of any injury or damage caused in an accident.

PARENTS AND GUARDIANS

In the case of minors, parents are responsible for the registration of a scooter or Personal Mobility Vehicle, and they should be aware that electric scooters are legally classified as vehicles. This means that they may be held financially and legally responsible for any offences, damage or injuries caused by minors.

ENFORCEMENT

Complaints have been received by our security team regarding individuals riding on the footpaths causing near misses with pedestrians, and also regarding more than one person riding on a scooter. These complaints have been discussed with the local police of Alhama de Murcia and they have said that they would support an education/enforcement campaign on Condado to promote safe riding of electric scooters on the resort.

In June 2026 there will be a 2 week education campaign whereby information such as this notice about the rules regarding electric scooters will be shared with owners and residents, and also members of our security team will be handing out informative leaflets to scooter users to ensure that they fully understand the law.

After this 2 week period, anyone found not to be complying with the regulations will be reported to the local police which may result in fines, police action and, where permitted by law, confiscation of the vehicle.

The Security Committee supports the safe use of electric scooters on Condado and asks all residents and visitors to help ensure that our roads, pathways and public areas remain safe for everyone.
