E-Scooter Rules in Spain: Is Your Ride Legal?

Attention residents! With major national traffic changes coming into effect on 1 October 2026, the DGT is strictly clamping down on personal mobility vehicles (VMPs) to ensure community safety.

If you or your children ride an e-scooter around Condado or on public roads, here is a quick summary of what you must do right now, and what changes next week on 1 October:

✅ CRITICAL NOW (Already Mandatory)

• Insurance: All e-scooters must have active third-party civil liability insurance. Fines for riding without it can reach up to €800.
• DGT Registration: Your scooter must be registered with the DGT and display its official identification plate. (Older scooters bought before Jan 2024 have until Jan 2027 to comply with technical certificates, but registration and plates are required now).
• Zero Alcohol: A strict 0.0% zero-tolerance limit applies to all riders under 18.
• No Distractions: Headphones, wireless earbuds, and mobile phone use are strictly banned while riding.
• One Rider Only: Carrying passengers is completely forbidden.

COMING 1 OCTOBER 2026 (New National Laws)

• Mandatory Helmets: Wearing a certified protective helmet is now legally required for all riders across Spain.
• Minimum Age: You must be at least 15 years old to legally operate an e-scooter.
• Reflective Clothing: High-visibility reflective vests must be worn at night or during low-visibility conditions.

Failing to comply with the new October rules carries a flat €200 fine from traffic authorities.
